Pets may suffer discomfort from high-altitude pressure, enclosed spaces and other conditions during air travel, resulting in emotional and physical distress, and even injury or death. For the safety of your pet, please carefully consider before opting for air transportation.
It is the passenger's obligation to take proper care of the pet in compliance with this Agreement. The passenger shall be solely liable for any injury or death of the pet, or any harm inflicted upon third parties resulting from the passenger's breach of this Agreement.
To ensure safe pet transportation by air and in response to passengers' transportation requests, both Parties hereby enter into the following Agreement through friendly negotiation based on the principles of fairness and good faith:
I. Carrier's Regulations on Pet Transportation
i. Transportation Restrictions
1. Pets herein refer to domestic dogs and cats eligible to travel with their owners onboard, subject to the Carrier's transportation rules.
2. A maximum of 2 pets are permitted per flight, and each passenger may bring no more than 1 pet into the cabin.
3. The above quantity limits do not apply to service dogs.
4. Bookings shall be made between 7 days and 24 hours prior to departure via Air China official direct sales channels including the App, Mini Program and H5 web page, or by calling the Air China Service Hotline 95583. Passengers shall arrive at the airport check-in counter no less than 2 hours before departure with the pet, pet crate, required documents and supplies to complete formalities, sign this Agreement for In-Cabin Transportation of Pets, and settle relevant fees.
5. No food, water or other prohibited articles shall be placed inside the pet crate for in-cabin transportation.
6. The Carrier shall refuse pet transportation under any of the following circumstances:
(1) The live animal is banned from transportation by national laws and regulations.
(2) The animal shows symptoms of infectious diseases or is suspected of being an infection carrier (e.g. poultry from avian flu affected areas).
(3) The pet is under 6 months old.
(4) The pet is pregnant, or has given birth within 48 hours before flight departure.
(5) The pet is irritable, delicate, frail, sensitive to high temperature and high altitude, or unable to stay in a crate for a long period.
(6) The pet has been given sedatives or sleeping pills.
(7) The pet emits offensive or unbearable strong odors.
(8) The pet suffers from diseases of the ENT, cardiovascular, cerebrovascular, respiratory or digestive systems, or has received surgical treatment within the past 48 hours.
(9) The passenger fails to complete all required preparations for the pet's air travel.
(10) The pet falls within breeds unsuitable for air travel (including crossbreeds thereof), which are prohibited from transportation:
① Dangerous dogs and crossbreeds (This category includes aggressive fighting breeds, crossbreeds with fierce lineage, and large dog breeds that may cause public unease): Large and medium-sized Terriers (Bedlington Terrier, Fox Terrier), Staffordshire Bull Terrier, all Boxers, all Spaniels, all Mastiffs, American Pit Bull Terrier, Japanese Tosa, Fila Brasileiro, Dogo Argentino and Belgian Malinois.
Note: The restriction only applies to large and medium-sized terriers. Small and toy terriers such as West Highland White Terrier and Miniature Schnauzer are allowed for transportation.
② Brachycephalic (flat-faced) dogs and cats. Dogs: all Bulldogs (e.g. French Bulldog, English Bulldog), Pugs, Boxers, Cavalier King Charles Spaniel, Shih Tzu, Bull Terrier (e.g. Staffordshire Bull Terrier), American Staffordshire Terrier, Boston Terrier, Brussels Griffon, Affenpinscher, English Cocker Spaniel, English Toy Spaniel, Lhasa Apso, Pekingese, Chow Chow, Japanese Chin and Chinese Shar-Pei. Cats: Burmese Cat, Himalayan Cat, Persian Cat and Exotic Shorthair.
③ Breeds intolerant to high temperature and high altitude: Samoyed.
(11) The passenger disagrees with the Carrier's transportation terms or crate requirements, refuses to sign this Agreement, or fails to present required documents.
7. Pets are not allowed to enter Air China lounges for the time being.
ii. Required Transportation Documents
1. Animal Quarantine Certificate issued by the Animal Health Supervision Authority;
2. Valid pet vaccination certificate;
3. Agreement for In-Cabin Transportation of Pets signed by the passenger.
iii. Pet Crate Requirements
1. The pet crate shall be stowed under the front passenger seat. Its overall dimensions (L × W × H) shall not exceed 35cm × 28cm × 24cm. A soft-sided crate may slightly exceed the above dimensions when fully expanded, but shall be compressed to within 35cm × 28cm × 24cm to fit under the cabin seat.
Risk Warning: Space under cabin seats is limited. We recommend carrying pets that can stand and turn around freely inside the crate. Excessively large pets will be restricted from moving during flight, which may affect their comfort.
2. Only soft-sided pet crates equipped with double-ended zippers are permitted. The hollow space of the zipper must allow a disposable security seal to be threaded through to lock the crate, so that the zipper cannot be pulled open after sealing. All zippers on the soft crate shall be fitted with disposable security seals to fix the zipper sliders and prevent passengers from opening the crate without authorization. Any pet crate whose zippers cannot be effectively locked and secured with disposable security seals shall be rejected for transportation. Furthermore, an additional protective mesh net shall be put over the exterior of the pet crate, and another disposable security seal shall be attached to the knots of the net. The disposable security seals and mesh net must not be opened from the completion of check-in procedures until the passenger leaves the terminal building at the destination.
iv. Miscellaneous Requirements
The pet must be thoroughly cleaned prior to transportation and wear pet apparel for the entire journey. It shall also wear a muzzle at all times to prevent barking from disturbing other passengers, and a pet diaper to keep the aircraft from being contaminated by excrement. The pet must remain inside the pet crate throughout the trip. Under no circumstances shall the disposable security seals or protective mesh net be removed. Passengers are prohibited from feeding the pet or providing water to it while in the cabin. During security screening, the pet shall be kept in the crate and subject to live animal inspection as required by the airport security authority.
All items mentioned above, excluding disposable security seals and dedicated protective mesh nets, shall be provided by the passenger.
Risk Warning: X-ray screening is used for live animals at airports in some cities. The passenger fully understands the potential safety risks to the pet from X-ray exposure and voluntarily assumes all corresponding liabilities.
II. Carrier's Pet Transportation Charges
RMB1,399 per pet per flight segment.
III. Prevention and Handling of Irregularities
i. Prevention of Pet Escape
To prevent the Carrier's operational risks arising from pets escaping within the airport premises or cabin, passengers are strictly forbidden to take pets out of the pet crate at all times.
ii. Cabin Emergency Decompression or Evacuation
1. In the event of cabin emergency decompression or emergency evacuation, passengers carrying pets shall not remove the pets from the crates and must prioritize their own personal safety.
2. Passengers are not allowed to carry the pet crates during emergency evacuation.
iii. Pet Injury, Illness or Death Onboard
The Carrier shall not arrange flight diversion for such incidents.
iv. Flight Delays
1. In case of prolonged flight delays, passengers who have reached the boarding gate may return to the check-in area with their pets, and complete security re-screening and boarding in accordance with the latest flight updates.
2. If Air China provides accommodation due to prolonged delays attributable to the airline, separate rooms will be arranged for passengers travelling with pets. Any resulting rate difference shall be borne by the passenger. If the designated hotel prohibits pets, or the passenger arranges accommodation on their own, Air China shall provide accommodation compensation.
3. Where the passenger chooses to refund the ticket or reschedule subsequent Air China flights, the provisions governing involuntary refund and rescheduling shall apply.
v. Flight Diversion
Ground service staff shall coordinate with the alternate airport to fully facilitate continued in-cabin pet transportation. If in-cabin pet transportation is no longer available at the alternate airport and the passenger decides to terminate the journey, the unused portion of the ticket shall be processed for involuntary refund or rescheduling in accordance with the Carrier's prevailing regulations. All subsequent travel expenses incurred by the passenger shall be reimbursed, and the full pet transportation service fee shall be refunded. Accommodation arrangements and handling principles shall follow the provisions for prolonged flight delays.
IV. Liability and Compensation
i. If a pet sustains injury or death during transportation, the Carrier shall refund the in-cabin pet transportation service fee.
ii. Compensation Standards
1. The Carrier shall be exempt from compensation if there is no evidence proving the pet's injury or death is caused by the Carrier.
2. If the pet's death is attributable to the Carrier's fault, compensation shall be paid subject to the compensation limit for carry-on baggage, with a maximum cap of RMB3,000.
3. If the pet is injured due to the Carrier's fault, compensation shall cover the actual medical expenses incurred, provided that the total compensation shall not exceed the maximum limit for carry-on baggage compensation. The passenger must present official medical invoices issued by a veterinary hospital to apply for compensation.
V. Duties and Obligations of Both Parties
i. Duties and Obligations of the Carrier
1. When accepting pet transportation applications, the Carrier shall remind passengers of the risks associated with air transportation of pets.
2. If a pet fails to comply with the Carrier's transportation regulations, the Carrier shall point out the non-compliance and inform the passenger of relevant risks. For transportation safety, the Carrier may refuse acceptance for carriage when necessary.
3. Provided that the passenger fully complies with all pet transportation rules, the Carrier shall transport the pet to the destination together with the passenger in accordance with the itinerary stated on the passenger's ticket.
4. In the event of accidents such as pet injury or death during transportation, the Carrier shall promptly contact the passenger to negotiate follow-up settlement matters.
5. If the pet causes personal injury or property loss to any third party (including but not limited to other passengers), the Carrier reserves the right to initiate legal proceedings and pursue indemnification.
ii. Duties and Obligations of the Passenger
1. The passenger shall carefully read all transportation provisions herein and confirm full understanding of relevant transportation risks.
2. The passenger shall verify the Carrier's transportation requirements, confirm the pet's eligibility, and provide truthful and complete pet information to the Carrier's staff.
3. The passenger shall prepare all required transportation documents and qualified pet crate in advance, and complete airport procedures on schedule. The passenger shall respond truthfully to all inquiries during pet inspections conducted by the Carrier's staff.
4. The passenger shall prepare necessary supplies and complete relevant formalities in compliance with the requirements of the Carrier and the airport.
5. The passenger shall understand and observe the Carrier's charging rules for pet transportation, and pay all relevant fees upon application.
6. The passenger shall understand and observe the compensation rules. In the event of pet injury or death during transportation, the passenger shall cooperate with the Carrier to handle follow-up settlement work.
7. The pet crate must be stowed under the front passenger seat throughout the flight. The passenger shall bear corresponding administrative penalties if personal misconduct causes adverse impacts or disrupts cabin order.
8. Pets are only permitted on flights operated by Air China as agreed herein. Carrying pets into the cabin of other airlines' flights without prior approval is prohibited. The passenger shall be fully liable for all consequences arising therefrom.
9. From entry into the departure terminal until exit from the destination terminal, tampering with disposable security seals or the mesh net, and opening the pet crate are strictly prohibited at all times.
10. The passenger shall comply with regulations on preventing pet escape. If the pet escapes due to the passenger's intentional release, defective crate or substandard packaging, and the pet is injured or killed by airport authorities for operational safety reasons, the passenger shall assume full liability. If the escaped pet causes bites, scratches, personal injury or property loss to others due to the aforesaid reasons, the passenger shall be held fully liable. Any violation of relevant provisions that results in adverse impacts or disruption of cabin order shall subject the passenger to corresponding administrative penalties.
Warm Reminder: To fully safeguard your legitimate rights and interests, you are recommended to purchase dedicated transportation insurance for your pet.
VI. Entry into Force and Termination of the Agreement
This Agreement shall enter into force upon confirmation and signature by both parties. It shall terminate when the passenger leaves the destination terminal. Should either party be unable to perform this Agreement in full or in part due to force majeure, it shall immediately inform the other party of the reasons and submit valid supporting documents. Following mutual consultation, performance may be deferred, partially fulfilled or waived, and no party shall be liable for breach of contract on that account.
VII. Dispute Resolution
Any dispute arising from this Agreement shall be resolved through friendly negotiation based on mutual understanding. If negotiation fails, either party may file a lawsuit with the People's Court having jurisdiction over the Carrier's place of domicile.
